An active organizer of the Free Cossacks, underground partisan movement and intelligence work for the Army of the Ukrainian People's Republic in 1919–1920.
From 1928 to 1933, he led the intelligence sector of the General Staff of the Military Ministry of the State Center of the UPR in exile.
Borzhynskyi Fedir Kindratovych, February 3, 1879 – February 14, 1919
A diplomat, an intelligence officer, a scholar.
In 1918 he led Ukraine's diplomatic mission in the Kuban. He actively defended Ukraine's interests and counteracted the Volunteer Army's aggressive plans against Ukraine, and for this he was insidiously arrested and shot by Denikin's soldiers.
Zmiyenko Vsevolod Yukhymych, October 16, 1886 – October 30, 1938
A prominent military figure of the UPR Army, Khorunzhyi-General, one of the organizers of the military special service of the State Center of the Ukrainian People's Republic in exile.
While in exile in Poland, he served at the General Staff of the Army of the Ukrainian People's Republic , in 1928–1936 led intelligence and counterintelligence units, and prepared the basic conceptual principles of intelligence, considering it to be the “brain cell” of the Staff.
Basarab Olha Mykhaylivna, September 1, 1889 – February 12, 1924
An active figure of national-patriotic movements and formations in the territory of Western Ukraine at the beginning of the 20th century, a contact of the intelligence of the Ukrainian Military Organization, an invincible patriot who, despite the tortures, did not give away any of the members of the underground organization, and tragically died in prison.

A participant of the UPR Army's First Winter campaign into the rear of the Bolsheviks and Denikinites, Colonel, the head of intelligence units in Volhynia. According to the Soviet security authorities, one of the ten most reputable and active figures of the secret service of the Government of the Ukrainian People's Republic in exile.

An active participant of the national liberation struggle for Ukraine's independence in the Army of the Ukrainian People's Republic and underground partisan units (1917–1921), a representative of the Military Minister of the emigrant government of the Ukrainian People's Republic in the Balkans (1922–1939), where, apart from public work, he conducted intelligence and counterintelligence.

In 1924, Filonenko became a member of the Special Task Staff at the Government of the Ukrainian People's Republic in Poland, which included propaganda, communications, and military actions in the occupied territories of Ukraine. The leadership of the Staff evaluated him as an extremely brave senior officer, who more than once crossed the Polish-Soviet border with his unit and organized armed resistance to the Soviet authorities.
